Now military corruption scandal clouds China succession

BEIJING (Reuters) - A high-flying Chinese general's chances of promotion during a leadership change have been undermined by helping to bring down a peer who will be court-martialed for corruption in the next few months, three independent sources said.

Hong Kong's Beijing-backed Phoenix magazine said this month that the court-martial of Lieutenant-General Gu Junshan would become the biggest military corruption scandal since the Communists swept to power in 1949.

The magazine, part of the same stable as Phoenix TV which was the first to report the downfall of Shanghai Communist Party boss Chen Liangyu in 2006, said Gu had built a lavish estate in central Beijing, but did not give further details or say how much money was involved.

The downfall of Gu, 56, who was sacked earlier this year as deputy director of the People's Liberation Army General Logistics Department and taken into custody for questioning, is the latest in a string of political scandals ahead of the party's 18th congress, which opens on November 8.

It has hurt the chances of promotion of General Liu Yuan, political commissar of the Logistics Department, to either vice-chairman or a member of the party's decision-making Central Military Commission during a one-day post-congress plenum, said the sources with ties to the leadership and the military.

"Liu Yuan has become an anti-corruption hero," one source said, adding that Liu had offended high-powered people by uncovering the Gu scandal "which hurt his chances of promotion".

"The (Gu) investigation has been completed. It will now enter the judicial process," the source told Reuters, requesting anonymity to avoid repercussions for discussing elite politics.

Liu also had close ties to Bo Xilai, a disgraced politician, which had hurt his chances, the sources said.

The party expelled Bo last month and accused him of abusing power, taking huge bribes and other crimes, sealing the fate of the charismatic but controversial leader whose dramatic downfall has shaken the leadership transition. State news agency Xinhua said on Friday Bo had also been kicked out of parliament.

In helping bring down Gu, Liu sought to portray himself as a bold graft buster with an eye on promotion, but the gambit appears to have backfired because he alienated Gu's protectors and tarnished the image of the military, the sources said.

Gu's whereabouts are unknown and he and his family could not immediately be reached for comment.

"Gu Junshan has been under investigation for about five months. It's a complex and difficult case ... a double-edged sword guaranteed to give some credibility but cause resentment among peers," a second source said.

WAR ON CORRUPTION

China's military is undergoing a reshuffle ahead of the congress, but Liu had been left out, the sources said.

General Ma Xiaotian was named air force commander on Tuesday, replacing General Xu Qiliang who is tipped to become a vice chairman of the military commission.

As part of the shake-up, General Fang Fenghui was named chief of the general staff on Thursday, alongside General Zhang Yang who was appointed head of the General Political Department, which oversees personnel, according to state media.

Also on Thursday, General Zhao Keshi was made head of the Logistics Department and General Zhang Youxia was promoted to head of the General Armaments Department.

All four and Ma, the new air force commander, are tipped to become members of the military commission, the sources said.

Liu, a "princeling" son of former president Liu Shaoqi who was purged and died in prison during the 1966-76 Cultural Revolution, had vowed to fight corruption even if it meant losing his job.

Liu declared war on corruption in the PLA during a closed-door talk to about 600 generals in January, sources have said, adding that Liu did not single out Gu, but the latter was relieved the following month.

Internet accusations flew at the time. Gu used to oversee the building of barracks and other military projects as director of the Bureau of Capital Construction and Barracks under the Logistics Department.

China intensified a crackdown on rampant corruption in the military in the late 1990s, banning the PLA from engaging in business. But it as crept back in recent years due to a lack of transparency, checks and balances and moral decay.

In 2006, disgraced Vice Admiral and navy deputy commander Wang Shouye was jailed for life for embezzling 160 million yuan ($25.4 million) in China's biggest military corruption scandal in almost six decades, according to state media and Phoenix.

Grammy-collecting R&B singer-songwriter Alicia Keys and her producer husband Swizz Beatz have apparently had enough of the concrete jungle where dreams are made, having just dropped about $12M on the opulent (if flinchingly over-designed) New Jersey estate of comedian Eddie Murphy. Bubble Hill, in Englewood, N.J., is a seven-bedroom estate with all the benefits of being rich and in the 'burbs; the 25,000-square-foot manse boasts a recording studio, two-lane bowling alley, indoor pool, billiards room, spa, and tennis court. Murphy had been trying to sell his 30-room mansion for nearly eight years before a mystery buyer (mystery until now, that is) made an offer in May. Keys, who was born and raised in NYC, seems to be rather fond of star-studded real estate, having picked up Lenny Kravitz's SoHo duplex penthouse more than two years ago. (She recently listed it for $17.95M.) That connection may come in handy nonetheless, as Kravitz is a known design-dabbler and Keys will need as much help as she can get expelling that "Real Housewives"-esque vibe from her new home.

Iranian dissidents win 2012 Sakharov prize

STRASBOURG, France (AP) ? Two Iranian dissidents ? a lawyer and a film director ? were awarded the 2012 Sakharov Prize for Freedom of Thought.

The European Parliament awarded the prize Friday to Nasrin Sotoudeh and Jafar Panahi. Martin Schulz, the president of the parliament, said it was "a message of solidarity and recognition to a woman and a man who have not been bowed by fear and intimidation."

Sotoudeh, a lawyer who represented imprisoned Iranian opposition activists following the disputed June 2009 presidential elections, is now in prison herself. Panahi's films are known for their humanist perspective on life in Iran, often focusing on the hardships of children, the poor and women. He won the Camera d'Or at the 1995 Cannes Film Festival.

The other finalists for the prize were Ales Bialiatski, a human rights activist in prison in Belarus, and Pussy Riot, the punk rock group that has criticized Russian President Vladimir Putin. Two of the band's members are in prison.

Yekaterina Samutsevich, a member of Pussy Riot, said she was pleased that Panahi won the prize.

"It's very important for us that it went to someone who is in jail for their feminist views," she said. "That's essentially the same as what happened to us."

Hollande's support raises Irish hopes of bank debt relief deal

PRESIDENT FRAN?OIS Hollande has promised French support for Ireland in its efforts to secure a bank debt deal, lifting Irish hopes of an agreement after a round of frenetic diplomacy.

Mr Hollande said Ireland was ?a special case? and must be treated as such when euro zone finance ministers negotiate a deal on how to break the link between sovereign and bank debt over the coming months.

German chancellor Angela Merkel caused consternation in Dublin last Friday when she said historic or ?legacy? debt would not be covered by the European Stability Mechanism (ESM) rescue fund, echoing earlier remarks by her finance minister Wolfgang Sch?uble.

Her comments appeared to derail Ireland?s efforts to ease its multibillion-euro bank debt burden.

However, she and Taoiseach Enda Kenny issued a joint statement on Sunday affirming that the ?unique circumstances? of Ireland?s economic crisis required a special approach.

After a 50-minute meeting with Mr Kenny at the ?lys?e Palace in Paris yesterday, Mr Hollande endorsed Dublin?s position and said Ireland had to be dealt with as a special case.

?The Irish specificity is that for several months there had already been a recapitalisation of banks through the budget, which further exacerbated Ireland?s debt and forced it to impose a tough austerity programme,? Mr Hollande said.

?Ireland is a special case and should be treated as such.?

Asked by The Irish Times if this meant he agreed that the ESM bailout fund should pay for historic banking losses, the president replied: ?Yes. Ireland is asking that its specific situation should be taken into account ? that it had to recapitalise its banks with its own means. The eurogroup will take this specificity into account.?

The Government hopes the carefully weighted language in the statement between Mr Kenny and Dr Merkel ? repeated by Mr Hollande ? has reopened the door to a deal that would make good on a pledge by European leaders in June to sever the loop between sovereign and bank debt.

Mr Kenny said Ireland was a special case because it had a European remedy ?imposed upon it? when the banking sector collapsed.

?Ireland was the first and only country which had a European position imposed upon it, in the sense that there wasn?t the opportunity, if the Government wished, to do it their way by burning bondholders,? he said.

?The Irish public and Irish taxpayer were required to service the full extent of the debt, which was a situation we?re trying to reduce by the negotiations which are going on.?

The question of who takes responsibility for ?legacy? banking debts has divided Germany and France. Last Friday in Brussels, Dr Merkel dismissed ?retrospective recapitalisation? of banks, saying such a move would be possible only for future debts, under an EU banking regulatory regime.

But French officials say it was clear that including old debt was in the spirit of the June deal, and hope finance ministers can reach a technical accord by the end of the year.

In Berlin, government spokesman Steffen Seibert reiterated the thrust of Sunday?s joint statement, saying the fact that Ireland had put large amounts of taxpayers? money into its banks would be taken into account by finance ministers. ?Sunday?s statement is naturally a strengthening of what [European leaders] agreed in June,? he said.

At a summit in Brussels last week, EU leaders agreed to set up the legal framework for a European banking supervisor ? a key step towards the direct recapitalisation of banks ? by the end of the year. Mr Hollande said he believed recapitalisations could begin next year.

In Paris for his first visit as Taoiseach, Mr Kenny briefed his French counterpart on Ireland?s preparations for its EU presidency, which begins in January.

The two men also discussed forthcoming talks on the seven-year EU budget, with Mr Hollande saying they were ?in complete agreement? on agricultural policy and structural funds.

In Wednesday?s edition, which will be ?Superman? issue No. 13, writer Scott Lobdell said personal issues will cause Kent to vent his frustrations by quitting his job in front of the Planet staff. A 2011 reboot of the Superman story broke up the marriage of Superman and flame Lois Lane, and Lobdell said that Kent?s feelings for Lane ? despite his fling with Wonder Woman ? are part of what brings about Kent?s resignation.

?This is really what happens when a 27-year-old guy is behind a desk and he has to take instruction from a larger conglomerate with concerns that aren't really his own,? Lobdell told USA Today. ?Superman is arguably the most powerful person on the planet, but how long can he sit at his desk with someone breathing down his neck and treating him like the least important person in the world??

Kent objects to recent coverage by the Daily Planet, including a story Lane did on a sex scandal which he sees as lowering the standards of the paper.

Lobdell said Kent won?t be applying at other newspapers in town.

?He is more likely to start the next Huffington Post or the next Drudge Report than he is to go find someone else to get assignments or draw a paycheck from,? the writer said.

Writers have tried to move Kent into new media before. In a 1971 plotline, after Galaxy Broadcasting System president Morgan Edge bought the Daily Planet, Edge combined the newspaper?s building with the studios for the TV station WGBS and made Kent the anchor for the channel?s nightly news. At another point, Superman nemesis Lex Luthor bought the Planet, fired almost everyone and created LexCom, a news website.

A new film adaptation of the Superman story titled ?Man of Steel? and starring ?The Tudors? actor Henry Cavill as the hero will be released this summer.

Protein levels could predict if bowel cancer patients will benefit from bevacizumab

Comparing levels of specific proteins that the drug bevacizumab?targets could identify patients with advanced bowel cancer who will benefit from the treatment, according to research published in Clinical Cancer Research.

Bevacizumab, has been shown to increase survival from bowel cancer in around 10 to 15 per cent of patients, but it has been impossible to predict who will benefit.

?

Bevacizumab?works by targeting and blocking the VEGF-A protein, two major forms of which are VEGF165 and VEGF165b.

?

VEGF165 helps cancers to grow new blood vessels, so they can get food and oxygen from the blood - all cancers need a blood supply to be able to survive and grow.

?

Its sister protein, VEGF165b, has the opposite effect and acts as a brake on this growth.

?

Cancer Research UK funded scientists at the University of Bristol looked at the effect bevacizumab?had on patients with different levels of VEGF165b and compared this with patients who were not given the drug at all.

?

Those with low levels of VEGF165b survived three months longer without the disease progressing compared to patients not treated with bevacizumab. But patients with higher levels of the protein saw no benefit from bevacizumab?and survived no longer than those who were not given the drug.

?

Bevacizumab?blocks both forms of VEGF-A, so in patients with lower levels of VEGF165b more bevacizumab?may be available to block the blood vessel promoting protein VEGF165, eventually starving the cancer.

?

Professor David Bates, lead researcher from the University of Bristol?s School of Physiology and Pharmacology, said: ?Bevacizumab has shown great potential for a minority of people with bowel cancer, but it?s been impossible to predict who will benefit from the drug. Currently, bevacizumab?is not approved by NICE for patients with advanced bowel cancer because they feel that the benefit to an unknown minority of patients does not justify the cost of treatment.

?We now need to look at cancer samples from a larger group of patients about to start taking bevacizumab?and determine if the amount of VEGF165b can accurately identify those patients that will benefit and so potentially open a new treatment option for some people with advanced bowel cancer.?

Dr Julie Sharp, senior science information manager at Cancer Research UK, said: ?New targeted treatments can be hugely beneficial for certain patients, depending on the characteristics of their tumour. But, we don?t always know who these patients are. This work takes researchers a step closer to developing a suitable test so doctors can give bevacizumab?to those people it will really make a difference to.?
