MOSCOW (AP) ? The head of Russia's space agency said Tuesday that cosmic radiation was the most likely cause of the failure of a Mars moon probe that crashed to Earth this month, and suggested that a low-quality imported component may have been vulnerable to the radiation.

The unmanned probe was to have gone to the Mars moon of Phobos, taken soil samples and brought them back. But it became stuck in Earth orbit soon after its launch on Nov. 9. It fell out of orbit on Jan. 15, reportedly off the coast of Chile, but no fragments have been found.

The failure was a severe embarrassment to Russia, and space agency head Vladimir Popovkin initially suggested it could have been due to foreign sabotage.

But Russian news agencies on Tuesday quoted him as saying an investigation showed the probable cause was "localized influence of heavily radiated space particles."

Popovkin, speaking in the city of Voronezh where the report was presented to Deputy Prime Minister Dmitry Rogozin, said two units of the Phobos-Ground probe's onboard computer system went into an energy-saving "restart" mode, apparently due to the radiation, while the craft was in its second orbital circuit.

It was not immediately clear why the units could not be brought out of that mode.

Popovkin was quoted as saying that some microchips used on the craft were imported and possibly of inadequate quality to resist radiation. He did not specify where the chips were manufactured.

Popovkin also said the craft's builder, Moscow-based NPO Lavochkin, should have taken into account the possibility of radiation interfering with the operation and said Lavochkin officials would face punishment for the oversight.

Russia's space program has suffered a series of notable failures in recent months, including the August crash of an unmanned ship that was to send supplies to the International Space Station. That crash forced the postponement of a manned launch to the ISS because the booster rocket that failed in the crash was similar to the ones used in manned missions.

On Tuesday, Russian news agencies reported that a manned launch to the ISS that had been scheduled for March 30 will be postponed for about 45 days because tests of the capsule showed flaws in its hermetic seals.

In lab, Pannexin1 restores tight binding of cells that is lost in cancer

First there is the tumor and then there's the horrible question of whether the cancerous cells will spread. Scientists increasingly believe that the structural properties of the tumor itself, such as how tightly the tumor cells are packed together, play a decisive role in the progression of the disease. In a new study, researchers show that the protein Pannexin1, known to have tumor-suppressive properties, plays an important role in keeping the cells within a tissue closely packed together, an effect that may be lost with cancer.

"In healthy tissues, the recently discovered protein Pannexin1 may be playing an important role in upholding the mechanical integrity of the tissue," said first author and Brown University M.D./Ph.D. student Brian Bao. "When we develop cancer, we lose Pannexin1 and we lose this integrity."

The results appeared in advance online in the Journal of Biological Chemistry on Jan. 20.

To conduct their research, the group at Brown University and the University of British Columbia employed a "3-D Petri dish" technology that allows investigators to watch closely how cells interact with each other, without scientists having to worry about additional interactions with surrounding scaffolding or the culture plate itself. How readily the cells form large multicellular structures therefore reflects their interactions with each other, not their in vitro surroundings.

Bao's advisor, Jeffrey Morgan, associate professor of medical science, developed the 3-D Petri dish technology. Morgan is the paper's senior author.

Cancer cells converge

Starting with rat "C6" glioma (brain tumor) cells that do not express Pannexin1, the researchers left some unaltered and engineered others to express Pannexin1. After putting the different cells into the 3-D Petri dishes and watching them interact for 24 hours, they saw that the Pannexin1 cells were able to form large multicellular tissues much faster and more tightly than the unaltered cancer cells.

To confirm that Pannexin1 was indeed causing these changes, Bao and his colleagues treated their samples with the drugs Probenecid and Carbenoxolone, which are well known inhibitors of Pannexin1. They saw that sure enough, the drugs negated Pannexin1's accelerating effect.

Then the team was ready to achieve the the study's main aim, Bao said, namely to determine how Pannexin1 was able to drive these cells to clump together faster and tighter. They found that Pannexin1 sets off a chain reaction involving the energy-carrying molecule ATP and specific receptors for it.

When all experiments were done, Bao, Morgan, and their collaborators had found that as soon as the cells touched each other, Pannexin1 channels were stimulated to open and release ATP. The ATP then bound to cell surface receptors, kicking off intracellular calcium waves that ultimately remodeled the network of a structural protein called actin. This remodeling increases the forces between the cells, driving them to bind together more tightly.

Figuring out that sequence, and Pannexin1's role in it, is perhaps the study's biggest contribution to cancer research, Bao said.

"Using their single-cell systems, others have been able to carefully study individual pieces of this cascade," he said. "We came from a different perspective. Because the strength of our assay is that we can look at gross multicellular behavior in 3-D, we could ask, 'Does this actually manifest into something tangible on the multicellular level?'"

Having gained this understanding of Pannexin1's role in the mechanics of tumors, Bao is now engaged in research to answer the obvious next questions: Does Pannexin1 affect the tumor's ability to spread and invade? When cancerous cells regain Pannexin1 expression, are they less likely to spread and leave the tumor?

A U.S. flag was burned by a group of protestors inside City Hall, according to City Council President Larry Reid. City officials also said three police officers and one protester were injured during Saturday's events.

Sgt. Christopher Bolton of the Oakland Police Department told msnbc.com that the number arrested was likely between 200 and 300. "We are still processing the arrests," he said. He was speaking after the release of a statement on the Oakland City website that put the number of arrests at 200. "That figure is probably on the low side and we don't have a confirmed total yet," said. Sgt Bolton. In the statement, released in a PDF file format, Oakland Mayor Jean Quan said: "Once again, a violent splinter group of the Occupy Movement is engaging in violent actions against Oakland. The Bay Area Occupy Movement has got to stop using Oakland as their playground." The statement also said there were reports of damage to exhibits inside City Hall during the protest.

OAKLAND -- Police arrested about 300?people Saturday?as Occupy Oakland protesters were thwarted trying?to take over a vacant convention center and?a YMCA but?later broke into City Hall, where they burned a flag taken from?inside.

Police used tear gas and "flash" grenades in the afternoon against 2,000 protesters who tried to tear down fences around?the vacant Henry Kaiser Convention Center, where they hoped to establish?a new camp. Police said some demonstrators started throwing objects at officers. There were at least 19 arrests in the afternoon.

After 6 p.m. (9 p.m. ET), police?in riot gear declared a group of protesters gathered near the YMCA under mass arrest?for failing to disperse, according to local media reports and livestreams. Police said about 100 demonstrators were?arrested at the YMCA.

Several protesters at? the YMCA appeared to be put hard to the ground as police moved in and at least one protester had blood on his face.

Protesters chanted, "Let us disperse," but instead were taken one by one for police processing.

Some protesters claimed they were trying to flee police by running through the YMCA rather than take over the building.

Later in the evening, about 100 police officers surrounded City Hall while others?swept the inside of the building.

Police arrived after?protesters had broken into City Hall, stole an American flag from the council chamber and set it ablaze, the Oakland?Tribune reported. Officers stomped out the fire.

Earlier, protesters met at Frank Ogawa Plaza around noon and marched toward the convention center in hopes of making it their new meeting place and social center, NBCBayArea.com reported.

Oakland officials said about 250 people were in the group when the protest started but the crowd grew to about 2,000.

Earlier during the rally one of the organizers, Shake Anderson, said, "We are here to protect each other and to be civil disobedient. ... We're doing it to change the world, not just today but every day."

The protesters were walking through Laney College around 2:30 p.m. Some people were wearing bandanas over their mouths and others were holding signs saying, "We are the 99%." A marching band dressed in pink and black tutus and neon pick tights also was in the crowd.

Officer Jeff Thomason said police started making arrests when some in the crowd started throwing objects at them during the afternoon rally. Three officers were injured, police said, but did not elaborate.

@OaklandPoliceCA tweeted around 3 p.m., "Area of Oakland Museum and Kaiser Center severely impacted. Persons cutting and tearing fences for entry. Bottles and objects thrown at OPD."

Once they reached the center, organizers planned to kick off a two-day "Oakland Rise-up Festival" to celebrate the establishment of the movement's new space.

Occupy Oakland spokesman Leo Ritz-Bar said the action would signal "a new direction for the Occupy movement: putting vacant buildings at the service of the community."

He also warned that protesters could retaliate against any repressive police action by blocking the Oakland International Airport, occupying City Hall or shutting down the Port of Oakland.

City officials said that while they are "committed to facilitating peaceful forms of expression and free speech, police would be prepared to arrest those who break the law.

"The city of Oakland will not be bullied by threats of violence or illegal activity," city administrator Deanna Santana said in a statement issued Friday.

Man rescued after being stuck in NM mud for 3 days

ALBUQUERQUE, N.M. (AP) ? A homeless man who was stuck in thick mud near the Rio Grande river in Albuquerque for three days was rescued Saturday after some high school students on a field trip heard him yelling for help, authorities said.

However, the man's newfound freedom wasn't going to last. Police said he was wanted on a felony warrant, and they planned to arrest him after he was treated at a local hospital.

A group of La Cueva High School students and their biology teacher heard the man yelling Saturday morning from a marshy wetlands area in the Oxbow Open Space Preserve, the Albuquerque Fire Department and police officials said.

The students were in the area ? about two miles north of Interstate 40 in Albuquerque ? doing a school project. They called authorities and told them that the man said he'd been stuck in the river for three days and could not move, according to a police report.

Fire crews and preserve officers responded and found a "male subject stuck on a reed island about a hundred yards from the west bank of the river," the report said.

Crews deployed an air boat and used a pulley system to lift the man from the mud and water, and up a hill.

Police later identified the man as Clayton Senn, a transient who'd been living near the river.

Authorities said they discovered a warrant for Senn's arrest on suspicion of aggravated assault with a deadly weapon, a felony. Senn was taken to an Albuquerque hospital for treatment and was to be booked on the warrant upon his release, police said.

Details on Senn's condition were not immediately available.

IAEA team heads to Iran to seek nuclear answers (Reuters)

VIENNA (Reuters) ? Senior United Nations nuclear inspectors headed to Tehran on Saturday to press Iranian officials to address suspicions that the Islamic state is seeking atomic weapons.

The U.N. International Atomic Energy Agency hopes Iran, which has indicated readiness to discuss the issue for the first time since 2008, will end years of stonewalling on intelligence pointing to an intention to develop nuclear arms technology.

"We are trying ... to resolve all the outstanding issues with Iran, in particular we hope that Iran will engage with us on our concerns regarding the possible military dimensions of Iran's nuclear program," IAEA Deputy Director General Herman Nackaerts told reporters as he prepared to depart from Vienna airport.

But Western diplomats, who have often accused Iran of using such offers of dialogue as a stalling tactic while it presses ahead with its nuclear program, say they doubt Tehran will show the kind of concrete cooperation the IAEA wants.

They say Iran may offer limited concessions and transparency in an attempt to ease intensifying international pressure on the country, a major oil producer, but that this is unlikely to amount to the full cooperation that is required.

The outcome could determine whether Iran will face further international isolation, or whether there are prospects for resuming wider talks between Tehran and the major powers on the nuclear dispute that has sparked fears of war.

The United States and its allies suspect the program has military aims but Tehran says is for peaceful electricity generation.

"The chances of the IAEA's success may depend on how badly Iran wants to avoid harder sanctions," said nuclear expert Mark Hibbs of the Carnegie Endowment for International Peace.

Remarks by Supreme Leader Ayatollah Ali Khamenei's top adviser on international affairs on Saturday suggested Iran was not in the mood for concessions.

"Iran's stance towards its nuclear issue has not changed in term of fundamentals and principles," Ali Akbar Velayati said, according to the ISNA news agency.

"One important principle is that Iran would not relinquish or withdraw from its peaceful nuclear activities."

The six-member IAEA team of senior officials and experts, headed by Nackaerts, was due to arrive in Tehran early on Sunday.

The three day visit comes at a time of soaring tension between Iran and the West. The IAEA issued a report in November with details of suspected research and development activities in Iran relevant to nuclear weapons.

The West has seized on the report to ratchet up sanctions aimed at Iran's lifeblood oil exports. Iran hit back on Friday warning it may halt oil exports to Europe next week.

"APPEARING TO COOPERATE"

The IAEA team is expected to seek explanations to the issues raised in the report, including information that Iran appears to have worked on a nuclear weapon design, and demand access to sites, officials and documents relevant to the agency's probe.

The IAEA says Iran, which has rejected the allegations as forged and baseless, has not engaged with the agency in a substantive way on these issues since August 2008 and that it keeps receiving intelligence data adding to its concerns.

"There were a huge number of questions raised by the November report. They will be seeking to answer those questions, and it's incumbent on Iran to be supportive," U.S. State Department spokeswoman Victoria Nuland said this week.

IAEA Director General Yukiya Amano has called on Iran to show a "constructive spirit" in the meeting and Iran has said it is willing to discuss "any issues" of interest to the U.N. agency, including the military-linked concerns.

Iran's Press TV state television said on its website the IAEA visit was aimed at bolstering cooperation between the two sides "by resolving ambiguities," language Tehran has also used in the past.

The English-language station cited Iran's envoy to the IAEA, Ali Asghar Soltanieh, as saying the main objective was to "thwart plots by enemies who are leveling unfounded allegations" against Iran and to prove its nuclear transparency.

Hibbs said Amano would want to see a "significant step" from Iran, for example by agreeing to more intrusive IAEA inspections or by explaining issues related to the weapons suspicions.

"I'm not very optimistic," Hibbs said. "Iran's track record is of appearing to cooperate whenever they are threatened by penalties."

NASCAR Team Throws Support Behind Israel

CHARLOTTE, N.C. -- Israel is getting some new support from an unexpected source: NASCAR.

The group, America Israel Racing, was formed recently in Charlotte, the hub of NASCAR, to raise awareness of the importance of America supporting Israel.

The recent political sentiment against the Jewish state inspired two North Carolina-based entrepreneurs, Rich Shirey and Mark MacCaull, to launch the venture.

The group hopes to qualify for the Daytona 500 and eventually place a car in the 2012 NASCAR Sprint Cup Series.

"The message is to the world and to Israel that we do support you 100 percent and you have our backing, and we want that to be displayed," Shirey said.

"My faith is very strong," MacCaull told CBN News. "And I believe that all the way from Genesis on through, it discusses how Israel -- you need to stand with her; don't turn your back on her, and that's very important."

America Israel Racing has teamed up with NASCAR veteran Robinson Blakeney Racing to place a car in the "Great American Race" at the Daytona 500.

They hope other groups, and individuals, will donate to the cause to help spread the message of supporting Israel worldwide.

Editor's note: While Us Weekly originally reported that "Weeds" star Mary-Louise Parker would replace Demi Moore as Gloria Steinem in "Lovelace," the filmmakers have confirmed to MTV News that Moore's actual replacement is Sarah Jessica Parker.

Amid her personal woes, Demi Moore, who had been set to play Gloria Steinem in the Linda Lovelace biopic, has been replaced by "Weeds" star Mary-Louise Parker.

Sources confirm to UsMagazine.com that the TV star will fill in for Moore, who had to drop out of the film earlier this week after she was hospitalized for "exhaustion." On Thursday, there was speculation that Chloë Sevigny would play the feminist icon when she was cast as a feminist journalist, but now it seems that those are two different roles.

"Lovelace" is currently shooting in Los Angeles with Amanda Seyfried playing the film's central character, '70s porn actress Linda Lovelace.

As the Demi drama rolls on, there are reports that Madonna reached out to the actress shortly after she was hospitalized. Moore has since been released from the L.A.-area hospital.

Sources tells E! News that the singer called her actress pal. "Madonna told Demi she was there if she needs anything," the E! source says, adding, "They're pretty tight."

The ladies last hung out during Golden Globes weekend, and they reportedly were going to see one another again over Super Bowl weekend; Madge is slated to perform during the halftime show. The status of their annual post-Oscars bash is currently up in the air.

While speculation runs rampant about why Moore was hospitalized, sources say that her ex, Ashton Kutcher, is "deeply concerned" for her. Moore is rumored to have been doing nitrous oxide before landing in the hospital. "He still cares about her and wants the best for her," the source added. "But their marriage is ending and they are both moving on with their lives."

GLENDALE, Ariz. ? Arizona Gov. Jan Brewer says she meant no disrespect when she pointed a finger at President Barack Obama during an intense discussion on an airport tarmac. But the Republican governor says the Democratic president showed disrespect for her by abruptly ending their conversation.

Obama, in an interview Thursday with ABC News, said it's "a classic example of things getting blown out of proportion."

The brief encounter ? out of earshot of observers but captured on camera ? was a highly visible demonstration of the verbal and legal skirmishing that has regularly occurred between Brewer and Obama's administration over illegal immigration and other issues.

Airport arrivals for presidents normally involve mere pleasantries between those involved, but Brewer and Obama have a history. And part of that history is what apparently got things going, according to accounts provided by Brewer and the White House.

Brewer said that during their talk, she invited Obama to visit Arizona to hear about her administration's achievements and to visit the U.S.-Mexico border, which has been a point of friction between the two because of illegal immigration issue.

Obama then said Brewer's recently published book mischaracterized a 2011 White House meeting between them.

Brewer said in an interview Thursday, at another Phoenix-area airport, that she talks a lot with her hands and that her pointing a finger at Obama during their conversation wasn't disrespectful.

"I respect the office of the president," she said. "I was there to welcome him."

She said she was grateful for the visit and intended to talk to him about the state's accomplishments. But she said she was "taken aback by his comments" when he said he wasn't happy with how her book described their White House meeting.

Immediately after the meeting, Brewer had said it was cordial, but her book said Obama lectured Brewer in the Oval Office and that she felt he was condescending toward her.

"It is what it is. I proceeded to say that to him, and he chose to walk away from me," she said Thursday.

Asked whether she regarded that as disrespectful, she replied: "Well, I would never have walked away from anybody having a conversation. And, of course, that is what it is. It is disrespectful for me."

Their relationship covers disagreements on "most of his policies," she said. "That doesn't mean we can't be cordial to one another."

The encounter was notable because it was rare case of an unscripted and tense moment between the president and a public official in view of reporters.

"I think it's always good publicity for a Republican if they're in an argument with me," Obama said in the ABC interview. "But this was really not a big deal. She wanted to give me a letter, asking for a meeting. And I said, `We'd be happy to meet.'"

White House press secretary Jay Carney chided reporters Thursday, saying the encounter with Brewer was getting too much attention from the press corps. The media coverage was overshadowing Obama's message of the day on energy.

Carney was questioned about Brewer's statement that Obama cut her short by walking away.

"I really assume you guys have more important issues to cover than this," Carney said.

Brewer is among the Republican governors who oppose the federal health care overhaul, but the illegal immigration issue has been a particular sore point between Obama and Brewer.

The U.S. Justice Department has challenged Arizona's controversial 2010 immigration enforcement law in court, while the administration and Brewer are at odds over whether the federal government has done enough to secure the U.S.-Mexico border.

On Thursday, Brewer drew support from callers to conservative-oriented talk shows, but the incident left others in the state shaking their heads.

The Arizona Republic, the state's largest newspaper, editorialized that the image of Brewer wagging a scolding finger at the visiting president "now pretty much defines this state's relationship with Washington, D.C., to the world."

Bruce Merrill, a longtime Arizona pollster and a professor emeritus at Arizona State University, said there are two sides to the encounter, so it's hard to fully analyze what happened and why.

But the incident follows past incidents in which Arizona for a time balked at declaring a state holiday to honor Martin Luther King Jr., and Arizona State University refused to award Obama an honorary degree, Merrill noted.

"It reinforces the image of Arizona being kind of a cowboy state that doesn't show a lot of respect," he said of the airport encounter.

The two mayors who stood next to Brewer during the airport encounter were not available for interviews Thursday, their offices said.

"He doesn't want to get involved," said Melissa Randazzo, spokeswoman for Mesa Mayor Scott Smith, a Republican.

Phoenix Mayor Greg Stanton's office said his schedule had no time for an interview. Stanton is a Democrat.

Dave Johnson: President Puts American Manufacturing Front and Center in State of the Union

President Obama put American manufacturing literally at the front and center of his State of the Union speech. American manufacturing was at the front of the speech and at the center of a "blueprint" for bringing back jobs and strengthening our economy. By placing manufacturing front and center he has taken this conversation further than any president before him.

There is good reason to cheer, but also good reason to ask for even more. He outlined steps to stop the outsourcing and start the insourcing, but there is not yet a comprehensive, overall government strategy to fix trade and capture the industries of the future.

The Speech

Right up front the president talked about building "an America that attracts a new generation of high-tech manufacturing and high-paying jobs." Then,

"Tonight, I want to speak about how we move forward and lay out a blueprint for an economy that's built to last, an economy built on American manufacturing, American energy, skills for American workers, and a renewal of American values.

This blueprint begins with American manufacturing."

On the economy, the speech led with more discussion of manufacturing than anyone has heard in years. The president wanted and deserved credit for saving Detroit -- a key to his campaign in the Midwest -- and wanted to highlight the uptick in manufacturing jobs and "insourcing," the movement of some jobs back to the U.S.

Again, his agenda focused on mostly symbolic measures of populist appeal. In addition to the tax on multinationals, he promised a new trade enforcement effort to challenge China and others who trample global trade rules. With Romney promising to cite China for currency violation on day one if elected, the administration seems likely to finally challenge China, at least symbolically.

Steps, But Not an Overall Picture

The President outlined steps to stop the outsourcing and start the insourcing. There are things that the Congress can do right now. These include but are not limited to,

Eliminate existing tax deductions for outsourcing

Big multinational corporations should pay a minimum tax

Use some of the money this brings in to cover the expenses of bringing jobs home

Pass tax cuts for manufacturing here

A trade enforcement unit to look at bringing cases against countries like China that cheat, use piracy, give subsidies

Steps to train skilled workers, with a national commitment to train 2 million with skills that will lead to a job

Do something about the maze of confusing training programs

Turn our unemployment system into a reemployment system

Instead of bashing teachers and laying them off, give schools resources to keep good teachers

Reduce the cost of college. Stop student loan interest rates from doubling in July. Condition federal assistance on lowering tuition.

This "blueprint" has a number of good, solid steps that will help stop the outsourcing and start the insourcing. But it is not a comprehensive national industrial/economic strategy that addresses the overall picture of all of the components of a national manufacturing ecosystem. To begin to address this, the president has established a cabinet-level Office of Manufacturing Policy to coordinate efforts of various government agencies.

Coordinating the efforts of various government agencies to help American exports is important, but this does not address the development of a national plan, like other countries have. We need this, too. A national plan would seek to cover all the elements of a healthy "industrial commons" -- meaning all of the components of a healthy manufacturing ecosystem. These include government efforts to make sure the components are ready, funded and functioning:

The necessary educational components to provide people ready to do all of the jobs an industry requires;

The financing to build factories and obtain inventory;

The modern infrastructure of roads, electrical power, Internet, posts and airports, to support the companies;

Trade and tax policies to help these companies locate and export;

R&D facilities and researchers for innovation and design;

Local suppliers to support the companies;

Legal structures and fully-funded and staffed court systems to support the industry;

The entire "chain of experience" located in an area, often around a "cluster" of businesses, required for an industry to develop and thrive.
Countries like China are engaged in national efforts to get all of these components lined up to capture industries like the new green energy revolution that is taking place. China is working to capture solar and wind energy manufacturing. They are working to capture high-speed rail manufacturing. The news about the reasons Apple and other high-tech manufactures have had to locate in China show how hard China has worked to capture that industry -- and not without quite a bit of cheating that we are not stopping.

Our competitors are engaging in national efforts to line up all of these components to capture other new industries as they emerge. We are not.

Ideology Holds Us Back From Competing

This list of components of a national industrial/economic policy describes the kind of national effort that competitors like China are engaged in, and is the reason they are bringing in such a share of new industrial growth. To address this we have to see ourselves as a country, as China does, mutually supporting each other to be able to embark on an undertaking like this. We have to abandon the "each of us on our own" and selfish, "in it only for ourselves" mentality that has set us apart, preventing national government efforts like other countries engage in.

Some of us hold on to an ideological fantasy that government is only in the way, but other countries do not. So the result is that we keep sending our companies out on their own against national systems. Even our largest companies cannot compete on their own against countries with national efforts to put all of these components in place. It takes a unified government effort.

We have to move to a "we are in this together" understanding of ourselves and our country if we want to bring back the shared prosperity we used to have, and can have again.

Futures add to gains after Fed promise (Reuters)

NEW YORK (Reuters) ? Stock index futures rose on Thursday, adding to gains from the previous session when the Federal Reserve boosted equities by saying it was likely to keep interest rates near zero until at least late 2014.

S&P 500 futures rose 3.7 points and were above fair value, a formula that evaluates pricing by taking into account interest rates, dividends and time to expiration on the contract. Dow Jones industrial average futures were up 17 points, and Nasdaq futures rose 4.75 points.

Key Greek bondholders meet to reconsider debt deal (AP)

BRUSSELS ? Representatives of Greece's private sector bondholders will meet Wednesday to discuss how and whether to continue talks on a bond swap after the EU toughened its demands, a person close to the investors said.

The so-called steering committee of the Institute of International Finance will gather in Paris for an "important meeting ... to really take stock" of the talks, the person said on condition of anonymity because of the sensitivity of the issue.

The committee represents banks and other investment funds that hold a large part of Greece's debt and are being asked to swap their existing bonds with new ones of a reduced value, longer maturity and lower interest rate.

Eurozone finance ministers decided this week to cap the average interest rate on those new bonds at well below 4 percent. In their last offer, the bondholders said the average interest rate should be above 4 percent.

The finance ministers are pushing for a lower rate because whatever debt relief Greece doesn't get from the investors will have to come from them and the International Monetary Fund, the country's bailout rescuers.

The eurozone and the IMF, however, have made clear that they would not increase their loans for Greece above the euro130 billion ($169 billion) tentatively agreed in October.

The person close to the private bondholders said the meeting was called for Wednesday because some eurozone officials wanted the deal to be ready for a summit of EU leaders on Monday.

The bond swap is crucial to cut Greece's debt by some euro100 billion ($130 billion) and bring it back to a sustainable level. The plan is to have private investors exchange their old Greek bonds for ones with half the face value and to push repayments 20 to 30 years into the future.

A higher interest rate could help buffer losses for investors, but the eurozone and the IMF say it will prevent Greece's debt from falling to 120 percent of gross domestic product by 2020 ? the maximum level they see as sustainable. Without the debt swap, Greece's debt would approach 200 percent of GDP by the end of this year.

So far, all sides in the negotiations have been trying to make the bond swap a voluntary deal.

If the investors decide against moving voluntarily accepting the eurozone ministers' tougher terms, the eurozone would face a stark choice between a forced default by Greece or new, bigger aid payments to Athens.

In a forced default, bondholders would likely stand to lose an even bigger part of their investments, though some of them would get payments from bond insurance, the credit default swaps, or CDS.

The eurozone has so far worked hard to prevent a payout of CDS, since the CDS market is obscure ? without a clear picture of who owes what to whom ? and they worry that it could create uncertainty and panic on financial markets. The private investors also argue that a forced default would make investors more reluctant to lend to Greece and other vulnerable euro countries.

IMF: $650 billion isn't enough for the European bailout fund

European finance ministers agreed to move up the launch of a permanent bailout fund by a year, but the fund is still too small, according to the IMF.

Eurozone finance ministers have agreed to install a new, permanent bailout fund a year earlier than planned,?a sign that the continent still struggles to find the right cure for its sovereign debt crisis.?

At a meeting in Brussels last night, the Eurogroup decided to launch the European Stability Mechanism (ESM) and provide it with a volume of ?500 billion ($650 billion).?

Criticism came quickly. The International Monetary Fund (IMF) said the fund should be boosted to ?750 billion ($976 billion). Europe needs ?higher firewalls,? said IMF Managing Director Christine Lagarde in a speech at the German Council on Foreign Relations in Berlin on Monday.

The German government promptly rejected the suggestion. Chancellor Angela Merkel said her country was doing everything needed to save the euro, but that a boosting of the rescue fund is unnecessary at this point of time. Germany supplies ?22 billion ($28.5 billion) in cash and ?168 billion ($218.5 billion) in guarantees to the ESM. Germany has shouldered the largest share of this bailout funding so far.

The backdrop to the current argument is the ongoing debate about the priorities in solving the euro debt crisis. Germany insists on budgetary discipline as the main tool. Before Ms. Merkel commits to spending more money on bailing out ailing economies, she wants to see implementation of the fiscal union she pushed through at the last EU summit in December that would give Brussels more control over individual countries' budgets. By March, member states are supposed to have ratified the union, subscribing to the German idea of austerity.?

Critics of Merkel?s position say that thrift is not the answer, nor does Europe have time until March. Mrs. Lagarde, who on Sunday met with Merkel and Finance Minister Wolfgang Sch?uble, was clearly not satisfied by the outcome of that meeting.

Haiti creates nationwide food program (AP)

PORT-AU-PRINCE, Haiti ? Haiti's government has kicked off a program that it hopes will provide meals to 2.2 million school children across the country.

The effort is called "Aba Grangou," Haitian Creole for "Down With Hunger," and will enlist 10,000 workers to fan out across the nation. Half of the targeted children will be under the age of five.

Hunger and malnutrition have long been perennial problems in Haiti.

The country's farms have been devastated by the effects of cheap food imports and deforestation.

More than half of Haiti's 10 million people get by on less than $2 a day and they are vulnerable to fluctuating food prices on the global market.

First Lady Sophia Martelly announced the program Tuesday.

Quick wickets leave India reeling at SCG

NEW DELHI: India were staring at an innings defeat in the second Test losing Sachin Tendulkar, VVS Laxman, captain MS Dhoni and Virat Kohli in quick succession on the fourth day at the Sydney Cricket Ground on Friday.

Scorecard

James Pattinson got his first wicket when he trapped Kohli plumb in front of the wicket with a full straight delivery that Kohli tried to get across and flick but missed. The ball stayed low as well and hit him right in front.

Ben Hilfenhaus took his fourth wicket by dismissing Dhoni taking an easy return catch. Dhoni looked to drive the full delivery but hit it back without control. It lobbed up to Hilfenhaus who took it easily. It initially seemed as if it was a bump ball as Hilfenhaus did not celebrate, but the slip cordon came haring down in celebration. The on-field umpires referred to the third umpire and the replays showed that the ball came directly off the face of the bat towards the bowler.

Hilfenhaus dismissed Laxman with the second new ball that was pitched full just outside off and moved away just a touch. Laxman was squared up in defense and the ball went past the bat's edge to clip the off-stump leaving Laxman stunned.

Laxman hit 7 fours in his 66-run knock.

Tendulkar missed his 100th ton yet again as Australian captain Michael Clarke had him caught by Michael Hussey at first slip for 80.

Clarke tossed up a delivery outside off, Tendulkar came forward to defend but the ball spun away and took the outside edge, it went to Brad Haddin who was slow in getting up, but such was the luck for Tendulkar that the ball went off Haddin's gloves towards Hussey at first slip.

The moment Tendulkar's wicket fell there was stunned silence at the SCG and one could hear only Haddin and Hussey screaming in delight. Then the crowd gave the master a standing ovation as he departed for a wonderful 80.

Tendulkar hit 9 fours and added 104 runs with VVS Laxman for the fourth wicket.

India lost Gautam Gambhir in the first session.

Laxman scored a 92-ball 50 soon after lunch, which included six fours, to take India past the 250-run mark.

India, resumed at 114/2 on Friday, lost overnight batsman Gambhir (83) but scored 129 runs off 27 overs during the two-hour session.

Tendulkar hit a fighting half-century to lead India's battle alongwith VVS Laxman against the Aussies. Tendulkar's fifty came in 89 balls with the help of seven boundaries.

Earlier in the day, seamer Peter Siddle, who replaced Ben Hilfenhaus, gave Australia a crucial breakthrough as he got rid of Gambhir.

Gambhir, who scored 83 of 142 balls with the help of 11 fours, tried to play the shot on the on-side but it took the leading edge which was well caught by David Warner at point.

Gambhir and Tendulkar added 68 runs for the third wicket.

The conditions were little overcast on Day 4 due to some showers on Thursday evening but the weather is perfectly fine for the game of cricket at the SCG.

India, who have never won a Test series in Australia, reached third day stumps at 114 for two, 354 behind, with Gautam Gambhir on 68 and Sachin Tendulkar eight.

Earlier on the third day of the Test, Indian opener Virender Sehwag (4) and an uncertain Rahul Dravid (29) were cooling their heels in the pavilion, which raises the possibility of an innings defeat in the match.

Michael Hussey remained unbeaten on 150 but the glory of the day belonged to Australian skipper Michael Clarke who was left unconquered on 329, the highest score ever made at the SCG, which is hosting its 100th Test.

Triple centurion Michael Clarke put team interests ahead of personal glory as Australia moved towards a crushing win over India in the second Test.

Captain Clarke, unbeaten on 329, declared Australia's first innings closed at 659 for four to press for victory - despite various individual milestones beckoning.

After building a massive 468-run lead, Clarke called a halt to the onslaught to give his attack seven and a half sessions to bowl India out.

He was rewarded with the key wickets of Virender Sehwag and Rahul Dravid as the tourists dug in to save going 2-0 down in the four-Test series.

India had an early stumble when big-hitter Sehwag was brilliantly plucked from the air by the athletic David Warner at point off Ben Hilfenhaus for four.

Dravid's reputation as "The Wall" took another hit when he was out bowled for the third time in the series, this time by Hilfenhaus for 29.

Gambhir was lucky enough to survive after he was dropped by wicketkeeper Brad Haddin on 66 off James Pattinson in the penultimate over of the day.

Clarke's score is the fourth highest score by an Australian in Test cricket, behind Matthew Hayden (380), Sir Donald Bradman (334) and Mark Taylor (334).

This was the 25th instance of a triple century in Test cricket. Only Bradman, Brian Lara, Virender Sehwag and Chris Gayle are the four batsmen who have hit triple century twice in Tests.

Chinese bus driver infected with bird flu dies (AP)

BEIJING ? A Chinese bus driver who tested positive for the H5N1 bird flu virus died Saturday in a city bordering Hong Kong, health officials said, in the country's first reported case of the disease in humans in 18 months.

The man surnamed Chen died in the wealthy southern city of Shenzhen, provincial health officials said. Shenzhen is separated by a small river from Hong Kong, where thousands of birds have been slaughtered after two were confirmed to have the virus last week.

During the month prior to his fever, Chen, 39, apparently had no direct contact with poultry and did not travel out of Shenzhen, a metropolis of 10 million people.

H5N1 rarely infects humans and usually only those who come into close contact with diseased poultry. But among those infected, nearly 60 percent die, and scientists are closely watching the virus for any signs it is becoming more easily transmissible from human to human.

Chen developed a fever on Dec. 21 and was hospitalized on Dec. 25, city and provincial authorities said in a statement. Health Ministry experts confirmed on Saturday that he was infected with H5N1, the provincial health department said.

The Guangdong health department also said 120 people who had close contact with Chen have not developed any abnormal symptoms.

The Ministry of Health has informed the World Health Organization about the case, local authorities said.

WHO says globally there have been 336 human deaths from 573 confirmed bird flu cases since 2003. Of these, 40 cases were in China, 26 of which were fatal.

Chen's death comes a week after two dead birds tested positive for the virus in Hong Kong.

More than 19,000 birds at a Hong Kong market were slaughtered and imports and sales of live poultry were banned for three weeks after a chicken carcass tested positive for H5N1. Lab tests later confirmed that an Oriental magpie robin found dead on Dec. 17 was also infected.

China's last reported human case of H5N1 was in June 2010. A pregnant 22-year-old woman from central Hubei province died after being exposed to sick and dead poultry.

Is Israel witnessing the rise of a kinder, gentler Hamas?

Despite the severe drubbing Hamas took in Operation Cast Lead three years ago, the Gaza-based organization remains Israel's bitter foe. In many senses - particularly its military potential - Hamas is even more dangerous now than it was then. But there is little resemblance between Hamas of 2008, with its almost-nonstop rocket fire on Israel, and the Islamist group now, which is not only not firing missiles but is arresting militants from other factions who try to do so.

Additional proof of Hamas' dramatic transformation in recent years, particularly since the advent of the so-called Arab Spring, came from the head of the organization's political bureau Khaled Meshal a few days ago. Hamas will henceforth focus on a popular struggle in the form of mass demonstrations and the like, he said. Hamas and Fatah have agreed on a joint mode of activity as well as on the establishment of a Palestinian state within the 1967 borders, with Jerusalem as its capital, he said.

Meshal made these remarks following another round of talks in Cairo with Palestinian President Mahmoud Abbas and the Fatah leadership on the two groups' brewing reconciliation. Unusually, Meshal made no attempt to hide those understandings; he explained them in several interviews with leading Palestinian and Arab media outlets. His message was aimed at Hamas activists, Fatah and the Israeli government.

For senior officials in the Palestinian Authority, this did not come as a great surprise. A month ago, after the conclusion of a first round of talks, Abbas and Meshal agreed on a transition to "popular resistance" and on a cease-fire with Israel in the West Bank and Gaza. Haaretz learned this week that in the wake of that meeting, Meshal ordered the military wing of Hamas, Iz al-Din al-Qassam, to desist from armed activity against Israel. Among those surprised by this announcement, issued in Cairo on December 23, were senior Hamas personnel in the Gaza Strip. They were taken aback by the departure from the official Hamas line, which until then held that the jihad and armed operations against Israel would continue indefinitely (other than in periods of hudna, cease-fire ).

The announcement of the new mode of struggle sparked a series of angry reactions by senior figures in Hamas' political wing in Gaza; they, who had been considered more pragmatic, perhaps even moderate in their approach, endorsed a much tougher approach than Meshal's. However, this was not a case of a conservative ideology flying in the face of the new line articulated by Meshal: What really irked the Gaza officials, including Prime Minister Ismail Haniyeh, Interior Minister Fathi Hamad, Hamas leader Mahmoud al-Zahar and others, was that they were not consulted before the announcement of the new policy was made.

This also explains Egypt's invitation to Haniyeh to visit Cairo, where he hasn't set foot for five years (because the Egyptians forbade it ). Egyptian intelligence, which initiated the intra-Palestinian reconciliation and is close to achieving that goal, wants to avoid last-minute obstacles and surprises.

The new-old power struggles in the top ranks of Hamas between those who are "inside" and those who are "outside" Palestine signify the second, dramatic metamorphosis the organization has undergone in the past few months. The Hamas leadership abroad - those who are described as being ensconced in Damascus and Tehran - has lost some of its status (and also some of its assets ) in the wake of the palpable crisis it finds itself in vis-a-vis the Syrian and Iranian regimes.
